Isu Kesenjangan Gender Pasca Abenomics: Perkembangan Jumlah Pekerja Perempuan Jepang 2013-2020

Abstract


Abstract: This study discusses the womenomics policy issued by Japanese Prime Minister Abe Shinzo to address the low level of gender equality in Japan, especially the participation of Japanese women in regular employment and leadership positions in the workplace. This study aims to explain and examine the implementation of womenomics, especially the development of the number or ratio of female workers in 2013 to 2020. By looking at the development of these women workers since ten years before the existence of womenomics, namely from 2002 to 2012. A qualitative method to describe both regular and non-regular Japanese women workers and their development each year. The results obtained in this study consist of data describing the existence of Japanese women as non-regular workers during the period of the implementation of Abenomics. Thus, this study argues that there will be no significant changes after the womenomics policy was implemented until 2020 which can be interpreted as the dominance of Japanese women as non-regular workers continues.

Abstrak: Penelitian ini membahas kebijakan womenomics yang dikeluarkan oleh Perdana Menteri Jepang Abe Shinzo untuk mengatasi rendahnya kesetaraan gender di Jepang khususnya partisipasi perempuan Jepang dalam posisi pekerja tetap dan kepemimpinan di tempat kerja. Penelitian ini bertujuan untuk menjelaskan dan meneliti implementasi womenomics khususnya pada perkembangan angka atau rasio pekerja perempuan pada tahun 2013 hingga 2020. Dengan turut melihat perkembangan pekerja perempuan ini sejak sepuluh tahun sebelum adanya womenomics yaitu tahun 2002 hingga 2012. Metode kualitatif untuk mendeskripsikan baik pekerja tetap dan tidak tetap perempuan Jepang dan perkembangannya tiap tahun. Hasil yang diperoleh penelitian ini terdiri dari data-data yang menggambarkan keberadaan perempuan Jepang sebagai pekerja tidak tetap selama periode diberlakukannya Abenomics. Maka, penelitian ini berpendapat tidak ada perubahan berarti setelah kebijakan womenomics diberlakukan sampai pada tahun 2020 yang dapat dimaknai dominasi perempuan Jepang sebagai pekerja tidak tetap terus berlanjut.
