OPTIMALISASI IMPLEMENTASI PERATURAN DAERAH NOMOR 8 TAHUN 2017 TENTANG TANGGUNG JAWAB PEMERINTAH DAERAH DALAM PENGELOLAAN SAMPAH DI KABUPATEN LABUHANBATU: ANALISIS PERSPEKTIF SIYASAH DUSTURIYAH

Abstract

The waste problem in Labuhanbatu Regency is still a trending topic on various social media. Waste production in Labuhanbatu Regency is estimated to reach 30 tons per day. In dealing with the waste problem, the Labuhanbatu Regency government has implemented policies, one of which is Regional Regulation Number 8 of 2017 concerning waste management. This study aims to analyze the regulation, identify the responsibilities of the regional government and the implementation of policies and strategies for waste management by the Regional Government and the Labuhanbatu Environmental Service which are analyzed from a siyasah dusturiyah perspective which emphasizes that all government policies must depend on the welfare of the community. The type of research used is normative juridical, using a legislative approach, a conceptual approach, and a case approach. The data sources used in this study are secondary, primary, and tertiary data sources. The results of this study conclude that handling the waste problem in Labuhanbatu Regency has not been achieved in accordance with regional regulations and policies implemented considering that there are obstacles from facilities and infrastructure as well as limited human resources. It's just that from a siyasah dusturiyah perspective, the regional government has tried to make regional regulations. Regional government policies have created benefits and avoided harm.
