TINJAUAN HUKUM ISLAM TERHADAP PELAYANAN PERUSAHAAN DAERAH AIR MINUM (PDAM) ARGA MAKMUR BENGKULU UTARA

Abstract


This research discusses: how the service and quality of clean water (PDAM) is implemented in Arga Makmur, North Bengkulu Regency and how Islamic Law reviews the service (PDAM) in Arga Makmur, North Bengkulu Regency. The aim of this research is to determine the implementation of PDAM clean water services and quality and how Islamic law reviews PDAM services in Arga Makmur, North Bengkulu Regency. Researchers use field research methods. This research is a type of qualitative research as a research procedure that produces descriptive data in the form of written or spoken words from people and observed behavior. The approach used is a normative approach. From the results of this research, it was found that: the implementation of clean water services and quality (PDAM) is very different from water services and quality in general, where the service and water quality provided by PDAM is very friendly, the service and quality water. From a review of Islamic law regarding services (PDAM) in Arga Makmur, North Bengkulu Regency, the clean water buying and selling services carried out by PDAM are in accordance with the pillars and conditions of buying and selling in Islam. Where PDAM and consumer buying and selling transactions are carried out willingly and voluntarily without any coercion, the goods being bought and sold are clear and halal, the price of the goods is known to the consumer. This is in accordance with the word of Allah SWT, in Surah An-Nisa' verse 29. If there is a problem from the consumer, the PDAM asks for additional fees on the grounds that there are no funds for repairs. This contract is prohibited in muamalah activities, because there are elements of tadlis (fraud) and dharar (danger) which are detrimental to consumers.
