Peran Patroli Samapta Kepolisian Resor Kota Bengkulu dalam Pencegahan Kriminalitas di Masyarakat: Perspektif Fiqih Siyasah

Abstract


The high crime rate in Bengkulu City, particularly street crimes such as aggravated theft (curat), violent theft (curas), and motor vehicle theft (curanmor), is a major concern for law enforcement officials. The purpose of this study is to analyze the role of the Samapta Patrol in reducing crime rates within the jurisdiction of the Bengkulu Police, and how the concept of fiqh siyasa can provide legitimacy and a normative framework for the police's role in maintaining public security. This study uses a descriptive qualitative research method. Data were obtained through interviews with police personnel, documentation, and literature studies, as well as secondary quantitative data from crime reports for 2023–2025. Data analysis techniques were carried out through data reduction, data presentation, and drawing conclusions. The results show that the Samapta Patrol has a significant contribution to crime prevention, as evidenced by the decreasing trend in street crime cases in several vulnerable areas after strengthening patrol intensity. However, its effectiveness is still affected by constraints such as limited personnel and operational facilities. From a legal jurisprudence (fiqh siyasah) perspective, the role of the Samapta Patrol is a form of hisbah service in maintaining public order and protecting community rights, thus having sharia legitimacy as part of the state's obligation to safeguard the public welfare.
