Peran Pengawasan Dewan Perwakilan Daerah Republik Indonesia Terhadap Peningkatan Pembangunan Desa Tertinggal di Provinsi Bengkulu Perspektif Fiqih Siyasah Tanfidziah

Abstract


This study examines the supervisory role of the Regional Representative Council of the Republic of Indonesia (DPD RI) in improving the development of underdeveloped villages in Bengkulu Province from the perspective of Fiqh Siyasah Syar’iyyah. The purpose of this research is to understand how DPD RI carries out its oversight function on regional development policies and how this role aligns with the principles of justice and public welfare in Islam. The research used a qualitative approach through interviews, observations, and documentation studies. The findings show that DPD RI’s supervisory role is not only constitutional but also moral and religious, implemented through field visits, dialogues with local governments, and the formulation of solution-oriented policy recommendations. From the Fiqh Siyasah Syar’iyyah perspective, this role reflects the principle of hisbah ensuring justice and the welfare of the people. However, limited authority and weak follow-up on recommendations hinder the effectiveness of supervision. Therefore, institutional strengthening and political support are needed to optimize DPD RI’s oversight function in achieving equitable development for underdeveloped villages.
