The Leadership Model of the Majelis Syura in Strengthening Organizational Governance within Persatuan Ummat Islam (PUI)

Abstract


Collective-collegial leadership constitutes a vital characteristic in the governance of Islamic civil society organizations, ensuring a balance between authority, deliberation, and accountability. Persatuan Ummat Islam (PUI) positions the Majelis Syura as the highest leadership body, entrusted with maintaining ideological direction as well as exercising strategic supervisory functions. This study aims to analyze the leadership model of the Majelis Syura in strengthening organizational governance within PUI through the examination of normative organizational documents and institutional practices. Employing a qualitative approach, data were collected through document analysis of the organization’s statutes and bylaws (AD/ART), complemented by in-depth interviews with key organizational informants. The findings reveal that the Majelis Syura implements a distinctive collective-collegial leadership model institutionalized through the simultaneous internal General Election (Pemilihan Raya/Pemira), which provides democratic legitimacy while encouraging broad participation among organizational cadres. This leadership model integrates the values of Intisab and Ishlah Tsamaniyah into internal legislative and executive supervisory functions, thereby creating a stable system of checks and balances. The study concludes that the synchronization between religious authority and modern organizational procedures through the Shura-based leadership system effectively strengthens accountable and sustainable organizational governance.
