Implementasi Pasal 16 Peraturan Daerah Kota Bengkulu No. 7 Tahun 2017 Tentang Penanganan Anak Jalanan, Gelandangan, dan Pengemis Perspektif Siyasah Tanfiziyah

Abstract

This study aims to analyze the implementation of Article 16 of Bengkulu City Regional Regulation No. 7 of 2017 concerning the handling of street children, homeless people, and beggars, viewed from the perspective of Siyasah Tanfiziyah. The research employs a qualitative method with a field research approach. The findings indicate that the policy implementation has not been optimal due to limitations in human resources and budget. From the perspective of Siyasah Tanfiziyah, Article 16 contains Islamic legal principles such as justice, public benefit (maslahah), and the enjoining of good and forbidding of evil (amar ma’ruf nahi munkar), but its implementation has not fully reflected these values.
